SECRETARIAT CCC, or How the activists are going to usurp NABU

In 5 days the activist Roman Maselko will receive the second monthly tranche of a decent amount in Euro. You may ask what for? Well, everything is as usual – to “oversee NABU investigations and disciplinary matters, respond to various claims and complaints from the public“, etc. Are you surprised? We are as well))) But it is exactly for this purpose that the European Endowment for Democracy has allocated funds providing assistance to some kind of the Secretariat of the Civil Oversight Council. The financing started on November 15, 2017 and will end on November 14, 2018. And now we will figure out where and for what purpose the European grants are spent.

Actually, the first thing that surprises is that the activists had pulled the wool over the eyes of the European Endowment for Democracy to such an extent that it was pretty sure that the help was provided directly to the Civil Oversight Council at NABU.

In a particularly turbulent time in Ukrainian history, civil society is trying to sustain momentum from Euromaidan and the fight against corruption. The Civil Oversight Council is a civil society oversight mechanism for the National Anti-Corruption Bureau of Ukraine (NABU), which also acts as a channel of citizens’ communication on anti-corruption reform.

To help the Council manage its increasing workload (overseeing NABU investigations and disciplinary matters, responding to various claims, complains and whistleblowing reports from the public), EED will support the establishment of a Secretariat run by civil society. In this way, the Civil Oversight Council will be able to efficiently perform its functions and to contribute to Ukraine’s anti-corruption reforms at national and regional levels.

And then it is no longer surprising, but simply frustrating that the activists still have not learned to read the documents on which they work.

Well, a respectable European institution writes that it financially supports the Civil Oversight Council. And the Paragraph 7 of the Regulation on the Civil Oversight Council at the National Anti-Corruption Bureau of Ukraine states that “A chairman, a secretary and other members of the Civil Oversight Council participate in its work on a voluntary basis and free of charge“.

Let’s go further. The money is given by November 2018. But the Paragraph 8 of the Regulation states that the term of authority of the Civil Oversight Council is one year. This membership of the Civil Oversight Council at NABU was elected in June 2017; that is, at least in July 2018 there will be new people, and who will then report for August, September, October, and 14 days of November?

And here Roman Maselko and other members of the Civil Oversight Council can rightly be offended and say that we are very, very mistaken, because in reality the funds are provided not to the Civil Oversight Council but to the some kind of NGO “Secretariat of the Civil Oversight Council”. We wrote about this in the article “The activist Roman Maselko is looking for talents. Anticorruption ones…”. However, we will not think yet about the dubiousness of the fact how at all any public organization can be a substitute for the Council.

But here is the funny thing)) Roman Maselko has not found his so-called talents yet. But he has been managing funds for the second month already. And of course for a reason. As there is a lot of activity here! Firstly, was there an announcement about vacancies in November? It was. What else do you need? And secondly, it has been almost two weeks since the so-called public organization “SECRETARIAT CCC” was registered.

No-no, this is not a fake, this is exactly how the English version of the name of the NGO “Secretariat of the Civil Oversight Council” is recorded.

And the last highlight is the following: it could have been easily predicted that the head and the signer of the public organization was Roman Maselko since it was he who posted the vacancy announcements.

But when you find out who else is there among the founders and ultimate beneficiary owners, you will be surprised.

But the trouble is that there are 15 people in the Council, and among the founders there are only 14 of them. Whether they have forgotten or quarreled with Yurchenko Alla Valeriyivna, still that’s not so important.

There is another thing which is important. The funds are allocated to “overseeing NABU investigations and disciplinary matters, responding to various claims and complaints from the public”. Let’s suppose that the composition of the Civil Oversight Council will be re-elected 100% in July 2018, and there will be neither Maselko nor Lahutenko nor Khadzhynov in the composition of the next Council…

And the SECRETARIAT CCC will still continue to do all the work for the new members of the Council? That is, “Maselko and NGO” decided to usurp the social activity at NABU for the years ahead?
