Chyzhyk Halyna Vitaliyivna was born ‘blank’.

In 2009 she graduated with honours from Vinkovetskyi Educational Complex and entered the Personnel Training Institute for the Prosecutor’s Office of Ukraine at the Yaroslav Mudryi National Law University of Ukraine. In 2010 she entered the Faculty of Philology (specialty – Journalism) of the V. N. Karazin Kharkiv National University. In 2014 she received a Master’s degree in Law with honours; in 2015 she received a Bachelor’s degree in Journalism.

Since 2014 she was engaged in entrepreneurial activities providing services in the field of law.
Within the framework of cooperation with the NGO “Centre for Democracy and Rule of Law” she provides legal services and consultations on issues of anti-corruption and media law. For example, Halyna Chyzhyk is a legal adviser of the public movement CHESNO; in particular, she conducts a legal examination of detected anti-corruption schemes. She became one of the authors of the bill №1895, which introduced sanctions for non-personal voting in the Parliament. Halyna Chyzhyk worked in the team of the developers of the Catalog of Figures in Anti-Corruption Investigative Journalism (FAJ) which contained the information detected by investigative journalists about corruptive schemes and the persons involved in them.

Since July 2014 she provides regular legal support to the journalists of the “SCHEMES: Corruption in Detail” program, in particular, conducts the analysis of plots before their broadcast and gives pieces of advice on related legal issues concerning combating corruption.

In 2015 she successfully defended the interests of the journalist Iryna Fedoriv in the court. In 2016 she successfully defended the interests of Radio Svoboda and the editor of the “Yevropeiska Pravda” (“EuroPravda”) Serhiy Sydorenko in the court.

Since February 2016 she was a member of the Monitoring Committee on the implementation of the Declaration on Parliamentary Openness.

She was an expert of the “Media Reform” group of the Resuscitation Package of Reforms.

She conducts trainings and studies for public activists on access to public information, coverage of court proceedings, and the preparation of anti-corruption investigations.

It is not clear who owns other shares, since according to the Declaration of her father Chyzhyk Vitaliy Oleksandrovych only two apartments are indicated, but there is no apartment with an area of 66,1 sq. m. in his Declaration (as well as there is no information about the daughter as a co-owner of the property). The question arises: is it a mistake in the Halyna’s Declaration, or is she a co-owner of any other real estate?

As for the Declaration 2016 it was not filed.

Family ties

Not less interesting is the situation with Vakaliuk Yaroslav Volodymyrovych, the cousin of Halyna Chyzhyk, who since 2009 worked as an assistant judge of the Khmelnytskyi City and District Court of the Khmelnytskyi region. Working as an assistant judge, in January 2012 he received a Certificate of the right to practice law and, on the same day, terminated it http://erau.unba.org.ua/profile/26953.

In 2015 along with Halyna Chyzhyk’s father he participated in the competition for the post of the prosecutor of the district, but without any prospects for winning.

Since 2015 under the lawsuit to the Territorial Department of the State Judicial Administration of Ukraine in the Khmelnytskyi region and the Main Department of the State Treasury Service of Ukraine in Khmelnytskyi region (Case №822/5396/15 kmoas.gov.ua/sites/default/files/v18.12.xls) he tried to consider the actions of the Territorial Department of the State Judicial Administration to be unlawful in the part of not charging and not paying his salary for the period 2014-2015. But pursuant to the decision of the Supreme Administrative Court of Ukraine (December 2016) he was refused the satisfaction of the claims http://reyestr.court.gov.ua/Review/63587228.

Actions, facts and statements that are not in line with the principles of integrity:

  1. According to the provided Declaration 2015 Halyna Chyzhyk does not have either property or expenses for her stay and work in Kyiv (or maybe Halyna goes to work from Khmelnychchyna?). It is to be hoped that such a “blank” Declaration (like of most members of the Public Integrity Council) is not a manifestation of double standards, especially when incorrect and incomplete property data in the candidate’s declarations is one of the frequent reasons for making negative conclusions on them http://sud.ua/ru/news/sud-info/103224-sobesedovanie-s-kandidatami-v-verkhovnij-syd-tekstovaya-translyatsiya-1db41e.
  2. Our students became prize-winners

The students of the University Halyna Chyzhyk and Bohdan Mokhonchuk became the prize-winners of the Fourth Scholarship Contest of the Students League of the Ukrainian Bar Association.

According to the results of the tests the students of the University took the following places:

the second place – Halyna Chyzhyk, the fifth year of studies, Personnel Training Institute for the Prosecutor’s Office of Ukraine;

the third place – Bohdan Mokhonchuk, the fifth year of studies, Personnel Training Institute for the Bodies of Justice of Ukraine.

The voting during the competition for entering the Public Integrity Council points to the further relationship between D. Buhai and H. Chyzhyk. Denys Buhai also ran for the Council. The compromise was found on him: relations with the Party of Regions and an open criminal proceeding. And the only one who did not vote against the candidacy of D. Buhai was Halyna Chyzhyk.

  1. She was repeatedly accused (even by her colleagues from the Public Integrity Council) of a biased and inconsistent attitude towards candidates for the position of a judge of the Supreme Court (especially when it came to providing services to the clients by the advocates who ran for the position of a judge) http://fau.net.ua/?p=11.
